Perl and PHP are both scripting languages and are used in different ways. PHP to Perl would most likely be a harder move since you'd have to add quite a few new concepts to your knowledgebase. This language isn’t in top demand right now, so it’s getting harder and harder to find a full team of high-level Perl developers.
